I recommend you lie to the cabinet so that Vae Victis stays alive and makes you his hitman in Starfield. The benefits outweigh the moral quandary. While both choices get you some credits and your citizenship in New Atlantis, Doctor Orlase was set up to take the fall for Victis, and it is upsetting how easy it is to convince the board of this.

The Penthouse will act as a living quarters for your character, where you can add furniture, research labs, and more. I recommend using the Penthouse to store essential items you don’t want to lug around, similar to the cargo hold to your ship. This way, you can always return and obtain the goodies when needed!
